I noticed Foobar's built in chapter editor from cue files.
I'm not sure how it would cope with an m4b with chapters already in.

MP3tag can edit chapter titles in an M4B.
Cannot change the times, as far as I can see though.

There is also Chapter Master which I have had mixed results with. Some M4Bs it refuses to open. If it can open, it gives control over time and title.

AudioBookConverter is very promising.
I made two versions of Montana Sky so far; I'm still playing with its assorted settings.
VBR AAC bitrate is only settable in five integer steps - so conversion seems a little vague, but you have control over mono v. stereo, sample rate, and cutoff.
It does insert chapters well and they can be combined before conversion for the lazy.  Chapter titles can be imported from source mp3 tags, or they can be edited freely.  They show up in Foobar, both Windows and android versions.
The only possible flaw is that the resulting m4b shows chapters in Foobar, but they are all Track 01(?).
This is easily fixed, but I don't know why it is happening.  Hopefully it's a simple fix.
Plus, I figured all this out without reading any help or how-to.
So, fingers crossed.

I had tried Chapter Master in the distant past.  I found it flakey and gave up on it.

some very minor (?) AudioBookConverter potential snags:

The fields Narrator, Series, and Book # are Apple specific and cause problems in other audio players.

This might be needed, but feels very wrong.

That's how most audio encoders work, in presets.

But the feature that distinguishes it from fre:ac is being able to create M4B without reencoding.

The fields Narrator, Series, and Book # are Apple specific and cause problems in other audio players.

I expect a player that plays M4B can cope with an iTunes standard file.
Never seen an issue with unsupported tags. Every player I've used just shows the ones it knows and ignores the rest.
You might try to correct tags after creation using Foobar or MP3tag.

There never was a perfect match between the ID3 tags in MP3 designed for music and how we use them for audiobooks. Few players even display any tags other than the Title anyway.
So as long as they play and show the right title, cover image and chapter breaks, the rest is not a big deal, and rarely visible.

Foobar lets you set AAC from 0.05 to 1.00 in two digit resolution.
Do I think we need two digit resolution? No, but it is much more.

What do you mean unsupported? This affects Composer and Title, not user-made weirdos.
Foobar and Musicolet can display and sort by all tags, so they would display and sort this Book as composed by Liza Ross.

It is taken directly from the torrent you re-seeded: https://audiobookbay.lu/abss/monltana-sky-nora-roberts/ with CD announcements deleted, chapters and cover art included.
Also, this torrent: https://audiobookbay.lu/abss/montanai-sky-nora-roberts-2/
is nearly identical.  I copied and re-named the files from the first torrent and all showed up as 98% complete with the fault lying in the first few pieces of each file - probably tagging and photo differences and that's it.
No seeders after weeks for what it's worth; I don't know if you want to delete both if you approve my new m4b.

Secondly, related, I've also got an m4b of Nora Roberts - Under Currents.
The only version https://audiobookbay.lu/abss/uonder-currents-nora-roberts-2/ did complete, but I noticed it was an 802MB mp3 so I thought my m4b would be an improvement.

Yes, I tested that one before. No point trying to revive it when Martin88's one is the same format.

Sorry, please clarify - yes or no?
Differences:
Original is 802MB mp3 with art and embedded chapters which showed in some apps, not in others.
Mine is 341MB m4b with cover art and chapters.
