I've never had to go through all that.
What I did is go to the Windows Store, download the Overdrive Console which transfers the mp3 directly into Your Documents when you download from your Overdrive site. No DRM.
Pull up Documents as described or you may have, like me, a documents desktop icon.
I just than pull the book out of Documents because it is now yours to chapter, upload or do what I want with it. If I need I can download a new copy into MyMedia.
No need to do anything in you Overdrive App. because no one sees what's in it but you and the book will expire. To clean out the expired books just pull it up on its own..

The only thing I have found for Hoople is a Firefox add-on/extension called Video Download helper. It's icon is three colored balls. Each track has to be played separately, Right click the icon and click on the download arrow...but notice you get an mp4 video file that that would have to be converted to mp3 or m4b and I haven't tried to convert......J
