The Oregon files are paramilitary if I recall.

The Isaac Bell books are a detective series set about 100 years ago, real into cars, trains, boats, airplanes and "hi-tech" stuff for the time.

The early Dirk Pitt ones are more civilian/NGO folks using guile and tricks to get the job done, not so much military tactics. I think later ones NUMA is a government agency.

Another series is a Couple from an oceanographic institution. I don't recall them being too military either.

The one similarity is they all get into trouble stopping bad folks doing bad things.
