It is seeded and has been on and off since i uploaded it in 2017
Its been 100% up past week.

I just tested it with a remote PC and it downloaded fine, issue must be your end.
Try VPNing from another country or select another region, also ensure DHT is enabled on your client.

edit. i switched to my other VPN Provider on my seeding PC so lets hope you connect.
